In 1996 , there were approximately 10,000 agents and 13,000 employees and 500 offices, including 23 abroad [ref. required] . The forerunner to the FBI, “Bureau of Investigation” (BOI) was established on 26 July 1908 by Charles Joseph Bonaparte-Patterson , nephew of Napoleon I er . Charles Joseph Bonaparte was then Secretary of Justice under the presidency of Theodore Roosevelt , to fight against organized crime from a group of agents of United States Secret Service . Its headquarters were installed in the building of the Department of Justice , in Washington DC
The origin dates back to the BOI decision of the Supreme Court of 1886, Wabash, St. Louis & Pacific Railroad Company v.. Illinois (1886), which decreed that the federal states had no right to regulate interstate commerce. The following year, Congress passed the Interstate Commerce Act (“Act on interstate commerce,” 1887), making the federal government responsible for law enforcement in interstate cases. But until the arrival of Charles J. Bonaparte-Patterson as Secretary of Justice, the Justice Department was satisfied with limited staff to perform this function. Bonaparte-Patterson then appealed to various other agencies including the Secret Service to obtain investigators, but in 1908 the Congress passed a law prohibiting the Justice Department to appeal to employees of the Treasury . It was then that the Secretary of Justice-Patterson Bonaparte created the BOI by incorporating its own special agents from the Secret Service (which agreed to transfer their twelve agents BOI). Thus, the FBI agents were originally agents of the Secret Service, and depended, legally, the auto insurance rates Interstate Commerce Act of 1887 2 .
The first official mission of the BOI was to visit the brothels and establish records thereof, to prepare the application of the Mann Act of June 25, 1910 (or White Slave Traffic Act , “law on human trafficking white “). The BOI also struggling against “land thieves” who, in the American West , were appropriate, with the complicity of members of Congress and officials, tens of thousands of acres owned.
Hoover era (1924-1972)
J. Edgar Hoover was appointed director of the BOI May 10, 1924, and remained in office for almost 48 years until his death in 1972 . Hoover was involved closely in most projects and investigations of the FBI. In 1932, the BOI was renamed United States Bureau of Investigation , while the Scientific Crime Detection Laboratory (or FBI Laboratory , Division of Forensic Science FBI) was opened the same year, largely through the efforts of Hoover. The following year it merged with the Bureau of Prohibition , responsible for enforcing laws prohibiting alcohol , and became known as the Division of Investigation (inquiry service) (DOI) before finally adopting its name current “Federal Bureau of Investigation” (FBI) in 1935 3 .

During the period between the wars , his powers extend due to the difficulties of local police to enforce the Bankruptcy law. The brutal settling of accounts in Chicago are commonplace and the liquor traffic. The service was then fast becoming known thanks to an excellent public relations policy. When the “war against crime” of the 1930s, the FBI arrested or killed a number of famous criminals, such as John Dillinger , Baby Face Nelson , Kate Ma Barker , Alvin “Creepy” Karpis , and George Machine Gun Kelly . During this period, the FBI was also in charge of fighting against the influence of the Ku Klux Klan , whose racist activities were notable jump. Moreover, thanks to the work of Edwin Atherton , the FBI arrested a number of New Mexican revolutionaries, near the border of California , in the 1920s.
But the FBI was also interested, in this period, political activists, implementing a monitoring of the most diverse political movements. During the Cold War , the primary target of the FBI was the official network of the Eastern bloc (arrest of the spy Rudolph Abel in 1957). However, the agency also targeted all movements “dissidents” of the United States, the Ku Klux Klan in the Communist Party of the United States and various groups of the civil rights movement . Thus, during the operation of secret intelligence COINTELPRO , a program implemented from 1956 to 1971, the FBI monitored with the help of the National Security Agency (NSA), many opposition movements. Revealed by the Citizens’ Commission of Inquiry into the FBI , a leftist group that had broken into the FBI building to retrieve classified files, the program COINTELPRO was severely criticized by the Church Commission in 1975.
The FBI surveillance also extended to members of the government. Thus, Hoover ordered his agents to conduct an inquiry about Jack Valenti , who was appointed special adviser to President Lyndon Johnson just after the Kennedy assassination November 22, 1963 5 . After Hoover
In 1975 , after the death of Hoover, the FBI moved into its new headquarters, called “John Edgar Hoover FBI Building” in memory of his good behavior manager. Congress passed as a law limiting the term of office of FBI directors to a maximum of ten years. At least two of his officers were stationed in Latin America : Dan Mitrione , who was kidnapped and murdered in 1970 by the Tupamaros of Uruguay, and Robert Scherrer , who was one of the first Americans informed of the existence of Operation Condor and transmitted information obtained through it so that the FBI asked the United States suspected militants car shipping exiled.
The Hostage Rescue Team (“hostage rescue team”), an elite unit of the FBI, responsible in particular for the fight against terrorism and major crimes, was created in 1984 to prepare the organization of the Olympics 1984 6 . National security letters and other
The Patriot Act gave the FBI more power, especially through the use of national security letters (NSL), requiring any person or entity, to transfer to any personal data of interest to the FBI, without telling the person to whom this Monitoring 9 . The FBI has used NSLs these exponentially in delivering 200,000 between 2003 and 2006 10 . Moreover, the FBI conducted between 2002 and 2006 to illegal harvesting of data on more than 3,500 phone calls 11 , made without NSL, aimed among other journalists from Washington Post ( Ellen Nakashima , who was based in Jakarta ) and New York Times ( Raymond Bonner and Jane Perlez , also based in the capital of Indonesia ) 12 .

Creation of the Terrorist Screening Center watch list

Applicants for the position of officers are trained in the FBI Academy on the campus of Quantico , Virginia, shared with the FBI National Academy , which handles its development courses for senior U.S. and foreign police.
To be admitted to the FBI, you have a university degree and be aged 23 to 37 years, the average age is 30 years, because it requires recruits to have acquired professional experience.
About a third of new officers come from the armed forces [ref. necessary] , but applicants now come from all social classes and ethnic groups in the country after having been, until the 1960s under the leadership of Hoover, the reputation of being reserved for the majority WASP ( White Anglo-Saxon Protestant ).

The Federal Bureau of Investigation (“Federal Bureau of Investigation” in Portuguese ), also known by the acronym FBI , is the primary unit of the Department of Justice of the United States , serving both as an agency of the federal criminal investigative and intelligence home. The FBI has investigative jurisdiction over violations of more than two hundred categories of federal crimes . Mission and priorities
In fiscal 2002 , the FBI’s total budget was approximately 8.9 billion U.S. dollars , including 455 million for increases in the programs of counterterrorism , counterintelligence , cyber crime , information technology , security, forensics , training and criminal programs. According to its budget justification in Congress for the last year the FBI has assumed a growing responsibility to obtain foreign intelligence, responding to a request in May 2001 made by the Director of National Intelligence. [3] The FBI was created in 1908 as Bureau of Investigation ( Bureau of Investigation , OX ). Its name was changed to Federal Bureau of Investigation in 1935 .
The main goal of the FBI’s “control the United States, maintain and enforce the criminal laws of the United States, and provide leadership and criminal justice agencies to partner agencies and local, state, federal and international, in any and every occasion.” [ 2]

The FBI’s mandate is established by Title 28 of U.S. Code (U.S. Code), Section 533, which authorizes the Attorney General to “state officials to detect … crimes against the United States.” [7] Other statutes federal give the FBI the authority and responsibility Container Store to investigate certain crimes.
J. Edgar Hoover began using wiretaps in the 1920s , during Prohibition , to arrest smugglers. [8] A case of 1927 in which a smuggler was caught by wiretaps came to the United States Supreme Court , which ruled that the FBI could use clips in their investigations and that it did not violate the Fourth Amendment because it constitutes unlawful search and seizure, with the condition that the FBI did not raid the house of the person to undertake the clip. [8] After the end of Prohibition the U.S. Congress approved the 1934 Communications Act , which banned non-consensual wiretaps, but allowed the use of wiretaps . [8] In another case brought to the Supreme Court in 1939 , it was decided that due to the law of 1934 , the evidence gathered by the FBI via clips were no longer admissible in court. [8]
A decision in 1967 the Supreme Court overturned the case in 1927 that allowed the use of wiretaps, after Congress passed the Omnibus Crime Control and Safe Streets Act , which allowed public authorities during investigations grampeassem phones, provided they obtain a warrant before to do so. [8]
The main tool of the FBI against organized crime is the Racketeer Influenced and Corrupt Organizations Act (RICO). The FBI also receives a responsibility to ensure the implementation of the Civil Rights Act (“Civil Rights Act”) of 1964 and investigating violations of the act, and to process these violations with the Department of Justice . The FBI also shares some jurisdiction with the Drug Enforcement Administration (DEA), in applying the Controlled Substances Act (“Act Controlled Substances “) in 1970 .
The USA PATRIOT Act increased the powers for the FBI, especially with regard to wiretapping and monitoring of activity on the Internet . One of the most controversial provisions of the act is the so-called sneak and peek (“peek”, a free translation), which gives the FBI powers to search a house while its residents are out, and without the fact being notified to residents of this house for weeks after the fact. Under the provisions of the PATRIOT Act, the FBI also went to investigate records of libraries [9] of suspected terrorism (something that supposedly not occurred since the 1970s ).
Information obtained through an FBI investigation is presented to the federal prosecutor or employee of the appropriate Department of Justice, which decides the prosecution or any other action.
History
In 1886 the U.S. Supreme Court in the case Wabash, St. Louis & Pacific Railroad Company v.. Illinois , ruled that states had no power to regulate interstate commerce. The Interstate Commerce Act (“Interstate Commerce Act”), the following year, emerged as a result of this conclusion, a federal agency created for the interstate enforcement. The Department of Justice , which had hired few permanent investigators since its founding in dui lawyer chicago 1870 , some struggled to overcome this lack of staff until the turn of the century, when the Attorney General of the United States Charles Joseph Bonaparte intervened, along with other agencies including the Secret Service , for more investigators. The Congress , however, banned the use of Treasury officials by the Department of Justice and other law enacted in this regard in 1908 , the Attorney-General then held a formal Bureau of Investigation ( Bureau of Investigation , BOI), which had its own team of special agents . The Secret Service provided the Department of Justice special agents of twelve, who became the first members of the new BOI. Its jurisdiction derived directly from the Interstate Commerce Act of 1887. The former director of the BOI, J. Edgar Hoover , became the first director of the FBI, and served for 48 years in the two entities. After his death a law was passed that limited the role of future FBI directors to a maximum of 10 years.
